Ukrtelecom is preparing to launch a mobile virtual network operator (MVNO) under the U Mobile brand with a tariff line called Simka, the Ukrainian telecom technical community MZU has reported. Mobile service will be bundled with home fiber broadband into converged packages for residential subscribers.
The industry labels such bundles FMC, short for Fixed Mobile Convergence. It means fixed and mobile connectivity sold within a single tariff offer. Ukrtelecom’s existing GPON fiber network is expected to serve as the foundation for U Mobile, with the virtual operator’s mobile service layered on top.
The company has also been widening its access to other operators’ infrastructure in the fixed segment. In August 2026 Ukrtelecom signed a mutual network access agreement with Kyivstar. The Open Access partnership will cover three Ukrainian regions in its first stage.
The Simka line is being prepared for the B2C segment. Base packages will include either 15 GB or 60 GB of mobile data. Subscribers will also get 500 minutes of calls within Ukraine and 15 SMS.

The new operator will charge its monthly fee for a calendar month, from the first day to the last. That is what sets it apart from Ukraine’s big three operators. They bill in four-week cycles of 28 days, which means the debit date moves forward every month.
New subscribers are being offered an “Easy Start” period. According to MZU, once a tariff is paid for, service will run at no extra charge until the first day of the following month. U Mobile is also promising a 15% discount for subscribers who complete identification or port a number in under the MNP procedure. A promo code will add another 5%.
Trademark registry data supports the launch preparations, as the outlet dev.ua has pointed out. Ukrtelecom filed applications to register the U Mobile and UT Mobile marks in July 2025.
The logo application has already cleared formal examination. The mark is the letter “u” with the wording “UT Mobile” in yellow, blue, black and white.
The filings span three classes of goods and services. Class 38 covers telecommunications, mobile communications and internet access. Class 35 relates to marketing and retail, while class 42 covers IT services and software development.
